This is a backport of the BaseExceptionGroup and ExceptionGroup classes from
Python 3.11 to Python 3.7 and later, together with the catch() helper that
splits an exception group into the parts matched by given filters.

It is needed by cocotb 2.x, which reports test failures through exception groups
when it runs on Python older than 3.11.
