rpm macro overrides for garrus/clang-opt user-space rebuilds: the clang
toolchain with ThinLTO and -march=x86-64-v3 linked by lld, plus slim builds
(no debuginfo/debugsource subpackages, and no %%check section).

Installed both as a macros.d drop-in and as the site-default /etc/rpm/macros,
since the latter is what actually wins in the COPR buildroot.
