Extracts a checksum-pinned Microsoft Surface update MSI into a writable local
image tree, from a supplied file or an explicit HTTPS download request.
Also configures a per-device Bluetooth public address for the Romulus service.
Contains no Microsoft firmware; downloads are never performed by RPM installation.
Firmware redistribution permission must be reviewed separately.
Includes the ISC-licensed Qualcomm bdencoder pinned to
6df4dae3e2f5e4c2903f3cafd40996fc1b3639ce, and the tested WCN7850 alias.
